The Finance Committee considered SENATE BILL NO. 256 "An Act                                                                    
making supplemental appropriations, capital appropriations,                                                                     
reappropriations, and other appropriations; amending certain                                                                    
appropriations; ratifying certain expenditures; making appropriations                                                           
to capitalize funds; and providing for an effective date" and                                                                   
recommended it be replaced with                                                                                                 
                                                                                                                                
           CS FOR SENATE BILL NO. 256(FIN) "An Act                                                                              
           making supplemental appropriations, capital                                                                          
           appropriations, reappropriations, and other                                                                          
           appropriations; making an appropriation to the senior                                                                
           benefits payment program; amending certain                                                                           
           appropriations; ratifying certain expenditures;                                                                      
           making appropriations to capitalize funds; and
